A condition was specified in a handler declaration, SIGNAL, or RESIGNAL statement, but either the condition is not defined in the routine or
the reference to the condition name is not in the scope of the declaration of the condition name.

- Define the condition using the DECLARE CONDITION statement in a compound statement, and verify that the reference is in the same scope as the
declaration. Alternately, you can remove the reference to the condition.
